Short description
The Regional Dialogforum was Germany’s largest political mediation process. A child of the preceeding “Frankfurt Airport Mediation” of 1998-2000, it’s purpose was to transform decade old patterns of conflict into a new practice of cooperation. It had four objectives: (1) Understanding through Dialogue, (2) Rationalization through Information and Scientific Research, (3) Counseling the Formal Planning procedures and Politicians, and (4) Guardian and Modeler of the preceeding “Frankfurt Airport Mediation”. All four objectives required different and complementary forms and instruments of dialogue, among them committee work, group mediation, joint fact finding, excursions, negotiations, citizens dialogue in different formats, and a Citizens Office. Results were a thorough analysis of the positive and negative effects of a growing airport on the region, a balanced package for economic development through an airport extension, noise reduction through innovative active anti-noise measures, compensations, and increased transparency and understanding. Since the termination of the RDF, the regional dialogue has new structures in a “Forum Airport and Region” which are more appropriate to future needs of planning noise reduction, dialogue and cooperation.
